ELMER- User Interface Guidelines for Governmental Forms on the Internet . ELMER – easier and more efficient reporting – has been adopted as the user interface guidelines for public forms on the internet. These guidelines have been drawn up on assignment from the Ministry of Trade and Industry and are managed by the Brønnøysund Register Centre. From the summer of 2009 ELMER is also the Norwegian government IT standard for public forms for the private sector.
The ELMER guidelines will help to ensure that public form production is up to the opportunities and challenges of electronic form-based communication in a comprehensive and user-friendly way. The ELMER guidelines are the foundation on which Altinn is developed. The goal is that all public forms will use a common user interface.
