The major focus is enhancing online access through accessibility. Accessible web sites are equally usable for all users, irrespective of physical or technological impediments.

he Tasmanian Government’s Web Usability Guidelines provide practical advice on implementing whole-of-government usability requirements; and advice on better practices in usability for agencies publishing information on websites. The Guidelines reflect local conditions in Sweden, and as such, certain aspects may not be so readily applicable in other countries.

Norway

ELMER- User Interface Guidelines for Governmental Forms on the Internet . ELMER – easier and more efficient reporting – has been adopted as the user interface guidelines for public forms on the internet. These guidelines have been drawn up on assignment from the Ministry of Trade and Industry and are managed by the Brønnøysund Register Centre. From the summer of 2009 ELMER is also the Norwegian government IT standard for public forms for the private sector.

The ELMER guidelines will help to ensure that public form production is up to the opportunities and challenges of electronic form-based communication in a comprehensive and user-friendly way. The ELMER guidelines are the foundation on which Altinn is developed. The goal is that all public forms will use a common user interface.
